Pavel Astakhov, Russia’s children’s ombudsman, said that a three-year-old Russian boy he named as Maxim Kuzmin had died after being given inappropriate drugs and abused by his new mother in Texas. The mother was named by the Russians as “L Shatto”.

Mr Astakhov said the child, whom he called Maxim Kuzmin, had died with many bruises on his head and legs, as well as damage to his internal organs and abdominal cavity.

“Three-year-old Maxim was beaten, according to the investigators, by his adoptive mother, who fed him psychoactive drugs over a long period of time, saying that he had some psychiatric illness,” he said.

Reached by telephone, Mr Shatto confirmed that he was the adoptive father of a boy from Russia. “We’re not aware of what any Russian envoy has said,” he told The Daily Telegraph. “We’re not making any comment.”
